The Indiana Horse Racing Commission (IHRC) is encouraging all horsemen and horsewomen to begin the process of getting licensed for the upcoming 2021 racing season. Applications are available online for those who have had previous licenses by visiting www.hrc.in.gov.

The Indiana Horse Racing Commission is available for 2021 licensing now.
Covid-19 restrictions are still in place for those who visit the IHRC Licensing office at Harrah’s Hoosier Park. No more than three people are allowed inside the office at one time for licensing and masks are required at all times during the process. All individuals should have their application filled out prior to visiting the office.
For those who cannot access license applications online, paper applications may be requested by calling the IHRC License office at (765) 609-4855. Drop boxes are available outside the office for paper applications. All applications without payment will be placed on hold until payment is received.
The IHRC License office is currently open from 9AM – 2PM Tuesday and Wednesday during the winter. Anyone qualifying a horse must have their license in place before the horse qualifies.
