To create a more convenient and time saving option, the Indiana Horse Racing Commission (IHRC) developed an online licensing system several years ago. The online process is much quicker and will allow horsemen to already be licensed before the barn area opens at Harrah’s Hoosier Park Saturday, March 7, which is the day horsemen may begin moving in items for their barns.

With the 2020 racing season quickly approaching, the IHRC is urging all participants to complete the licensing process online to avoid lines at the beginning of the racing season at Harrah’s Hoosier Park.
The option for licensing online may be obtained at https://hrms.hrc.in.gov/#login. This portal needs a username and password, which can be easily created from the homepage. Once the information is in place, then the licensing process can begin.
License applications are paid at the time of submission. Credit card payments will add a $1 fee plus a 2 percent charge. EChecks are also accepted and require an additional $1 fee. Only the application process for the person registered at time of check-in can be paid and received for the account. There is also an option to finish the application and pay later, with the option to mail in a check or money order or by visiting the licensing office. For additional family members, a separate account will need to be created to complete the license application.
License applications online are available for owner-trainer-driver-groom plus additional licenses such as farrier, veterinarian’s assistant, outrider, veterinarian, equine dentist, etc. For those who already have a photo on file, the new license will be mailed to the individual. Those who do not have photos on file will need to visit the license office to complete the badge process of licensing.
